Grafeld Declassified/Released US Department of State EO Systematic Review 22 May 2009 THE MINISTRY OF FOREIGN AFFAIRS HAS ALREADY CALLED THE EMBASSY'S ATTENTION TO THE CONTINUING OPERATIONS BY THE RADIO STATIONS RL AND RFE. THESE STATIONS WERE CREATED IN THE PERIOD OF THE COLD WAR BY U.S. SPECIAL SERVICES FOR THE PURPOSE OF TRANSMITTING HOSTILE AND SUBVERSIVE BROADCASTS DIRECTED AGAINST THE USSR AND OTHER SOCIALIST COUNTRIES. THE PURPOSE OF THESE INCENDIARY PROGRAMS IS TO UNDERCUT THE AUTHORITY OF SOVIET POWER AND TO WEAKEN THE SOCIALIST SYSTEM. DESPITE PERIODIC COSMETIC REORGANIZATIONS, THESE STATIONS CONTINUE TO UTILIZE IN THEIR OPERATIONS INTELLIGENCE AGENTS OF U.S. SPECIAL SERVICES, EX-GESTAPO CRIMINALS, AND RENEGADES FROM SOCIALIST STATES. THE ACTIVITIES OF RL AND RFE CONTINUED DESPITE IMPROVEMENTS IN THE INTERNATIONAL CLIMATE. ALTHOUGHREPRESENTATIVES OF THE AMERICAN ADMINISTRATION CITE THE HELSNIKI FINAL ACT AS JUSTIFICATION FOR THE CONTINUED OPERATION OF THESE STATIONS, AT THE SAME TIME THIS DOCUMENT, WHICH WAS SIGNED BY THE PRESIDENT OF THE UNITED STATES, SPECIFIES THAT DISSEMINATION OF INFORMATION MUST MEET THE INTERESTS OF MUTUAL UNDERSTANDING AMONG PEOPLES AND THE AIMS SET FORTH BY THE HELSINKI CONFERENCE. THE CONTINUING OPERATIONS OF THESE RADIO STATIONS AROUSES THE LAWFUL INDIGNATION OF THE SOVIET PEOPLE. IN PARTICULAR, MFA NOTES THAT RECENT INCREASES OF APPROPRIATIONS IN THE U.S. FOR THESE RADIO STATIONS GOES COUNTER TO THE PRINCIPLES OF FRIENDLY RELATIONS BETWEEN THE U.S. AND THE USSR AND IS INCONSISTENT WITH RECENT DECLARATIONS MADE BY THE U.S. AFFIRMING ITS POLICY TO BE ONE OF SEEKING IMPROVED U.S.-SOVIET RELATIONS. CLEAR THAT THE BROADCASTS BY RL AND RFE REFLECT THE INTERESTS OF THOSE WHO OPPOSE DETENTE. MFA STATES ITS PROTEST AGAINST THE CONTINUED OPERATION OF RL AND RFE AND STATES THAT FULL RESPONSIBILITY FOR THEIR ACTIVITIES RESTS ON THE U.S. GOVERNMENT. 3. POLITICAL COUNSELOR REPLIED THAT THE EMBASSY CATEGORICALLY REJECTS THE ASSERTIONS CONTAINED IN THE ORAL STATEMENT BUT WOULD REPORT ITS CONTENTS TO HIS SUPERIORS. HE REJECTED PROFERRED TEXT OF NON-PAPER. FEBOSEYEV QUICKLY MOVED TO ANOTHER SUBJECT. 4. COMMENT. IS IS LIKELY THAT A KEY IMPETUS FOR THIS PARTICULAR PROTEST WAS PRESIDENT CARTER'S MARCH ANNOUNCEMENT OF PLANS TO EXPAND RL AND RFE WHICH WAS FEATURED IN SOVIET MEDIA ON THE EVE OF SECRETARY VANCE'S VISIT TO MOSCOW. SINCE WE ARE UNFAMILIAR WITH THE SPECIFIC CONTENT OF RL AND RFE BROADCASTS OVER THE PAST FEW WEEKS, WE ARE UNABLE TO GUAGE WHETHER THIS MAY HAVE BEEN A CON-
